The Ministry of Mines and Energy (MME) has launched a public consultation on the National Energy Transition Plan (Plante), an initiative that aims to structure the transformation of the Brazilian energy system over the next three decades. Developed in collaboration with more than 40 institutions and supported by the National Energy Transition Forum (Fonte), the plan seeks to align economic growth, energy security, and decarbonization in a long-term strategy based on continuous planning and multi-sectoral participation.
The plan articulates energy security, climate justice, and economic competitiveness.
Structured around three pillars—energy security and resilience, energy and climate justice, and competitiveness for a low-carbon economy—Plante organizes approximately 200 initiatives distributed across four-year cycles, connecting immediate actions to the goals set out in the National Energy Plan 2055. The proposal recognizes that the energy transition has ceased to be merely an environmental agenda and has become a central element of the country's industrial, technological, and geopolitical policy.
According to the Ministry of Mines and Energy (MME), the model will allow for periodic revisions capable of incorporating new technologies, regulatory changes, and global uncertainties, ensuring greater strategic flexibility. Integrated into the National Energy Transition Policy, created in 2024 by the National Energy Policy Council, the plan also expands the role of collaborative governance by bringing together government, the productive sector, and civil society around a common agenda.
The public consultation will be open for 45 days and should directly influence the definition of Brazilian energy priorities in an international scenario increasingly driven by competition for clean technologies, security of supply, and carbon neutrality.
