International program launches PPP call to accelerate hydrogen projects in Brazil

Companies and consortia interested in developing solutions in the low-carbon hydrogen value chain have a new opportunity for international cooperation. The H2Uppp program has launched a global call for proposals for public-private partnerships (PPPs) aimed at developing hydrogen projects and Power-to-X (PtX) technologies, focusing on emerging markets in the Global South, including Brazil. The initiative is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), on behalf of the German Federal Ministry for Economic Affairs and Energy and the European Union, and is accepting proposals until March 30, 2026.


Partnerships and funding to structure the H₂ market in the country


At the heart of the program are formal partnership models between the public sector and private companies, designed to share resources, technical knowledge, and capital in the implementation of sustainable hydrogen technologies throughout the entire production chain — from production and conversion to storage, transport, and end use. The H2Uppp program offers two cooperation models: technical cooperation agreements, with public support of up to €300,000 for specific measures, and service contracts, in which the public sector contributes up to €200,000. In both cases, the private partner must finance at least half of the project.


In addition to financial support, GIZ provides technical expertise and institutional coordination to increase the viability of initiatives. By stimulating training projects, pre-feasibility assessments, and technological implementation in industrial hubs, the call seeks to accelerate the formation of a competitive global market for hydrogen, reducing costs and expanding Brazil's role as a potential hub for the production and export of low-carbon fuels.
