MME publishes ordinance consolidating the National Energy Transition Forum

The Brazilian government took another decisive step toward decarbonizing its energy matrix with the publication of Ordinance MME No. 853, dated July 30, 2025, which formalizes the composition of the Plenary of the National Energy Transition Forum (FONTE) for the 2025–2026 biennium. This measure institutionally strengthens the National Energy Transition Policy (PNTE), established in 2024, and strategically positions Brazil in the global arena of tackling climate change and promoting sustainable development.


A participatory model to accelerate decarbonization


The National Energy Transition Forum (FONTE) is conceived as a permanent, consultative instrument with the mission of democratizing decisions related to the energy transition in Brazil. Its diverse composition—with 87 institutions, including federal, state, and municipal agencies, civil society, and the productive sector—ensures a comprehensive and representative approach. This tripartite structure encourages collaboration between academia, social movements, businesses, and government, fostering an environment conducive to the formulation and monitoring of robust public policies aligned with the challenges of sustainability and social justice.


By delegating strategic functions to the Executive Committee and integrating technical bodies such as the Undersecretariat of Sustainability (SDS), the Social Participation and Diversity Advisory Board (ASPD), and the Environmental Superintendence (SMA) of the EPE, the Ministry of Mines and Energy signals its intention to ensure active and qualified governance for the implementation of the PNTE. With this, Brazil consolidates a solid institutional foundation to advance toward net greenhouse gas emissions neutrality, with broad public participation and special attention to the socio-environmental dimensions of the energy transition.
