A new international report from IRENA, in partnership with the Brazilian Presidency of COP30 and the Global Renewable Energy Alliance, raises the alarm about the structural challenges that could jeopardize progress toward global energy transition goals. The document, the second edition of the series "Delivering on the UAE Consensus: Tracking Progress to Triple Renewable Energy Capacity and Double Energy Efficiency by 2030," indicates that, while the target of reaching 11.2 terawatts (TW) of installed renewable energy capacity by 2030 is still within reach, bottlenecks in investments, power grids, and supply chains put this trajectory at risk.
Urgency for bolder goals and coordinated policies
The report reinforces the commitment made by nearly 200 countries during COP28, recognizing the crucial role of renewable energy in rapidly reducing global greenhouse gas emissions, as envisioned in the Paris Agreement. IRENA, now responsible for monitoring annual progress through 2030, points out that the record growth in installed capacity in 2024—the third consecutive—is still insufficient given the persistent regional and technological imbalances. At the same time, the document calls on governments to adopt more ambitious targets and structural policies to correct distortions, strengthen investments, and ensure that the energy transition occurs effectively, fairly, and inclusively.
