Hydrogen: ANP publishes guidelines manual on requesting authorizations

In a strategic move to structure the nascent Brazilian low-carbon hydrogen market, the National Agency of Petroleum, Natural Gas, and Biofuels (ANP) published the manual "Low-carbon hydrogen: a manual for requesting authorizations." The document, released on October 16, 2025, guides economic agents interested in operating in the sector while specific resolutions on the topic are still pending—a fundamental step toward providing predictability and legal certainty to initiatives related to the energy transition.
Structuring the regulatory framework and international standardization
The new manual is intended as a guideline and presents a clear roadmap for requesting authorizations for the production, operation, and commercialization of low-carbon hydrogen. The publication details the necessary documents, steps, and contacts, drawing on the ANP's established experience in regulatory processes for oil, natural gas, and biofuels. The text also reinforces that, even before final regulation, the absence of any document will not impede the progress of authorizations, provided that there is adequate technical analysis.
In addition to providing instructions on bureaucratic procedures, the manual incorporates international guidelines regarding physical and chemical specifications and hydrogen quality assurance, aligning Brazil with global safety and efficiency standards. With this, the ANP signals its commitment to technical standardization and the safe development of the hydrogen economy, solidifying the foundations for future certification and operation standards.

The document reinforces Brazil's position as a leading player in the clean energy agenda, expanding the scope of ANP regulation, which already includes biofuels such as ethanol, biodiesel, biomethane, green diesel, and SAF (sustainable aviation fuel). Low-emission hydrogen emerges as a modern and strategic alternative for decarbonization and clean energy transportation, in line with Law No. 14,948/2024, which establishes the sector's legal framework.
