National Plan for the Reduction and Recycling of Urban Organic Waste: a milestone for sustainability

Sustainable management of urban waste is one of the greatest contemporary environmental challenges. In response to this need, the Ministry of Environment and Climate Change (MMA) launched a public consultation for the National Plan for the Reduction and Recycling of Urban Organic Waste (Planaro) , a strategic initiative aimed at reducing food waste and expanding composting and recycling of organic waste in Brazil.



Opportunity for participation and impact of Planaro


Planaro represents a crucial step towards transforming organic waste management in the country. Open to contributions from society until March 31, 2025, the plan seeks to gather suggestions and proposals that assist in the formulation of effective public policies . Participation is simple: just access the preliminary Planaro document, available on the MMA website, and fill out the online form with objective suggestions. Each contribution will be analyzed and may be incorporated into the final plan, ensuring a democratic and collaborative process in defining national guidelines.


The initiative is in partnership with the Pólis Institute, the Global Methane Hub (GMH), the United Nations Environment Programme (UNEP) and the Waste and Resources Action Programme (WRAP) . Together, these organizations are structuring a governance model that aims not only to mitigate the environmental impacts of inadequate waste disposal, but also to encourage innovative solutions for the sustainable use of these materials.




Benefits and expected transformations


The implementation of Planaro could bring a series of environmental, economic and social benefits. Among the positive impacts are:


  • Eradication of landfills: The inadequate disposal of urban solid waste is still a problem in several Brazilian cities. With Planaro, it will be possible to accelerate the elimination of landfills and ensure environmentally responsible disposal.


  • Reducing methane emissions: Organic waste decomposing in landfills is a major source of methane emissions, a highly harmful greenhouse gas. Encouraging composting and recycling of this waste can significantly minimize this impact.


  • Promoting energy transition: Biogas generated from the controlled decomposition of organic waste can be used as a source of clean energy, reducing dependence on fossil fuels and promoting the circular economy.


  • Promoting urban and peri-urban agriculture: The use of organic compounds derived from waste recycling can enrich the soil and promote more sustainable agricultural practices in urban and peri-urban areas.


  • Socioproductive inclusion: Planaro also aims to strengthen the work of waste picker and recycler cooperatives, integrating them into the waste management process and promoting new income opportunities.



With this initiative, Brazil is taking an essential step towards consolidating a greener and more efficient economy. The public consultation represents a valuable opportunity for society to actively contribute to a sustainable future. The commitment to reducing and recycling organic waste not only improves the quality of life in cities, but also positions the country at the forefront of global environmental policies.
