The National Hydrogen Strategy positions Portugal among European countries that treat renewable hydrogen not as an experimental venture, but as a structuring instrument for decarbonization. Integrated into the broader framework of economic recovery and energy transition, the strategy introduces incentive mechanisms and regulatory stability to accelerate the gradual incorporation of hydrogen into the energy system, aligning it with climate goals, industrial competitiveness, and security of supply.

The document clearly defines the current and future role of hydrogen in the Portuguese energy system, proposing cross-sectoral incorporation objectives in sectors such as industry, mobility, energy, and gas networks. To enable this transformation, the strategy foresees the creation of a complete ecosystem of enabling conditions, including specific legislation and regulations, safety standards, technological development, innovation, financing, and institutional capacity building.
