The call for proposals establishes an open innovation model based on cooperation between companies and research institutions. Proposals must be submitted by networks comprising at least three companies and one Science and Technology Institution (STI), fostering integration among academia, industry, and innovation centers. The selected project must cover all stages of technological development, ranging from basic engineering to the construction of a pre-commercial prototype electrolyzer—the equipment responsible for water electrolysis to produce low-carbon hydrogen. As a strategic requirement, the call mandates at least 50% local content, encouraging the development of Brazilian suppliers and the localization of critical technologies.
With R$ 75 million in funding from Finep and R$ 75 million from Petrobras, the total investment of R$ 150 million reinforces the national strategy to build a high-value-added industry geared toward the low-carbon economy. Proposals may be submitted until September 15, 2026, at 5:00 PM (Brasília time). Beyond merely funding equipment, the initiative aims to build lasting industrial capabilities, stimulate the formation of domestic supply chains, and position Brazil among the nations capable of developing proprietary technologies for a rapidly expanding global market. By investing in the domestic production of electrolyzers, the country strengthens its technological sovereignty and expands its opportunities for leadership in the global energy transition.
