The consolidation of the Brazilian low-carbon hydrogen market took another significant step with the approval, by the National Agency of Petroleum, Natural Gas and Biofuels (ANP), of the final report of its Hydrogen Working Group. The document concludes a cycle initiated in 2022 and represents an institutional milestone in the country's regulatory preparation for an energy economy increasingly driven by decarbonization, technological innovation, and the integration of new production chains associated with hydrogen.
Regulation, safety, and institutional integration at the heart of the energy transition
The report synthesizes four years of technical studies, institutional coordination, and skills development involving approximately 100 agency specialists, distributed across five thematic subgroups. Among the main results are the development of guidelines for project authorization, evaluation of hydrogen integration into existing natural gas infrastructure, studies on natural hydrogen production, operational safety requirements, and certification mechanisms for low-carbon hydrogen.
The document also presents proposals for the future regulatory structure of the ANP (National Agency of Petroleum, Natural Gas and Biofuels), highlighting the need for coordinated action between different government bodies and private sector agents. With the group's closure, the topics will permanently integrate the agency's technical areas, signaling that hydrogen is ceasing to be an experimental issue and is assuming a strategic role in the Brazilian regulatory agenda. This measure strengthens institutional predictability, a condition considered fundamental to attracting investments, accelerating industrial projects, and positioning Brazil among the protagonists of the new global hydrogen economy.
